The Senate of the Parliament of the Czech Republic was integrated in the Constitution of the Czech Republic in 1992. The first elections to the Senate took place in November 1996 and the Senate commenced activity at its constitutive meeting on 18 December 1996. The Senate has 81 Senators who are elected for a term of six years. One-third of the Senate is elected every two years so that the Senate cannot be dissolved and can continue its activity. Some of its main powers are: debating and passing bills, including constitutional laws; deciding on declaration of the state of war; deciding on deployment of armed forces; expressing consent to ratification of international treaties; approving the appointment of Constitutional Court judges; and, together with the Chamber of Deputies, electing the President of the Czech Republic. The seat of the Senate is in the Malá Strana quarter of Prague in the Wallenstein Palace, the Kolowrat Palace and the Small Fürstenberg Palace. The Senate has had all the buildings and the Wallenstein Garden carefully restored.
