The building was completed in the year1899 and cost 25 million dollars (translated to about half a billion dollars today) making it the most expensive government building of its time. Architects Thomas Fuller (1867-75), Leopold Eidlitz (1875-83), Henry Hobson Richardson (1875-83), and Isaac G. Perry (1883-99) designed the building in a hybrid of Renaissance and Romanesque styles.
