When the Korean Government was first founded, the central administrative organization consisted of 1 office, 11 divisions and 4 bureaus and used the former headquarters of the Japanese Government-General of ChosonJoseon, which later served as the National Museum in from 1983 untill beingit was dismantled in 1995.
As the governmental organization expanded and the existing space could no longer accommodate them, 13 government organizations took leased several at privately owned buildings. The government-owned buildings were old and were, made mainly of wood., were old. The de- centralized location of the government organs offices also caused inefficiency in both the government administrative business and public service.
To improve efficiency of administration, plans were made to centralize the government organizations and build a massive government buildingsGovernment Building complex to solve the workspace shortage problem, and economize the maintenance costs for the government buildings.
