The District Court of American Samoa handles the smaller legal matters in the territory. All matters come before Judge John L. Ward, II. Judge Ward is fond of lecturing drunks and scolding attorneys. One of the main attractions of District Court is traffic court – an afternoon of people trying to explain why running a stop sign should be excused on cultural grounds.
The District Court building was originally the Duplex Officers’ Quarters built prior to 1904. It housed officers and their families. The building is listed on the National Register of Historic Places as part of the Tutuila Naval Station Historic District.
